cheap path to program dspic from dspic blockset

I have matlab and have installed the proper blockset in simulink. My step is to be able to program a chip to use the program on. I want a cheap path of doing this though. Am I right when I say that development boards have build in peripherals (leds, screen, etc) that are used to prototype projects fast, and that more money will give you a programmer that will let you watch and change settings in realtime.

If at all possible I am looking for a cheap programmer to get the data on the chip and to have the project itself on a homemade pcb. Any links or help would be greatly appreciated. Maybe some kind of tutorial that teaches you what does what, and what can do this. I am looking to spend <100$ if possible for one that can program a few types of dspics. I am looking for general purpose micros.
